About Me

Hello! I’m Flavia Komugabe Mubiru

 

I am a Human Resource & Administration Manager with a Bachelor of Commerce in Accounting from Makerere University. My career began in finance and administration before transitioning into HR leadership, giving me a unique blend of financial, operational, and people management expertise.

 

Since joining Concern for the Girl Child in 2018, I have grown from Accounts Assistant to Human Resource & Administration Manager. During my early years, I independently managed the organisation's finance function, an experience that strengthened my confidence, accountability, and leadership skills. Today, I lead HR, administration, compliance, recruitment, resource planning, and organisational operations as a member of the management team.

 

Before joining Concern for the Girl Child, I served as Accountant/Administration Manager at Muscle Group Ltd, where I gained valuable experience in financial management, payroll, reconciliations, and staff supervision. These experiences continue to shape my approach to building efficient systems, supporting teams, and driving organisational success.

What I Do
Human Resource Strategy & Development

Designing HR development strategy, job descriptions, and person specifications that keep an organisation's structure aligned to its goals - and keeping HR policy and manuals current and compliant.

Recruitment, Onboarding & Staff Lifecycle Management

Overseeing recruitment and documentation processes end-to-end, and managing onboarding, orientation, and exit processes so staff transitions are smooth and properly recorded.

Compliance & Workplace Standards

Ensuring HR documentation and workplace practices meet legal standards and international norms - including statutory requirements, disciplinary processes, and labour market compliance.

Administration & Resource Management

Managing physical and administrative resources - asset registers, service providers, fleet operations, and inventory - plus records, minutes, and administrative scheduling, and acting as secretary to the procurement committee.

Financial & Accounting Operations

A finance background that most HR leaders don't have: payment processing, bank reconciliations, QuickBooks postings across classes and funders, statutory deductions (PAYE, NSSF, WHT, LST), and audit-ready recordkeeping.

Budgeting & Financial Planning

Supporting annual financial and budget planning, maintaining organisational cash flow in coordination with other departments, and ensuring budgeting adheres to policy guidelines.

Career Highlights
  • Ran an entire finance office solo for two years at Concern for the Girl Child, with no supervising manager in place - handling payment vouchers, bank reconciliations, QuickBooks postings, statutory filings, and audit coordination independently.
  • Three internal promotions in seven years at the same organisation: Accountants Assistant (2018) → Human Resource & Administration Officer (2022) → Human Resource & Administration Manager (2025) - a track record of being trusted with escalating responsibility.
  • Now sits on the management team as HR & Administration Manager, shaping HR strategy, policy, compliance, and administrative operations for an organisation serving girls and young women across Uganda.
  • Bridges finance and HR in a way few professionals can - bringing accounting-grade rigor (reconciliations, statutory compliance, budget planning) into HR and administrative leadership.
  • Supervised and developed account assistants, book-keepers, branch managers, and cashiers while at Muscle Group Ltd, building the people-management foundation that now underlies her HR leadership.
How I Work
  • Ownership without oversight. I've run a finance office alone for two years - I don't wait to be told what to do; I find the gap and close it.
  • Numbers inform people decisions. My accounting background means HR and administrative decisions I make are grounded in financial reality, not just policy.
  • Compliance is a discipline, not a checkbox. From statutory deductions to audit coordination, I treat compliance as an ongoing practice, not an annual scramble.
  • Systems over improvisation. I build HR infrastructure - policies, manuals, registers - so processes survive beyond any one person, including me.
  • People first, always. Staff welfare, mentorship, and cross-cultural communication sit at the center of how I lead teams.
